Im zivilen Bereich sollen private Mobilfunksysteme, Telekommunikationsnetz-Betriebssysteme, zellulare Mobilfunkinfrastrukturen und -geräte, Luftverkehrskontrollanlagen sowie spezifische Datenverarbeitungs- oder Telematiksysteme hergestellt werden (z.B. automatische Überwachung von Kraftfahrzeugbewegungen und Straßengebührberechnung, elektronische Informationsanzeigen, elektronische Steuersysteme für Gebäude).
