However, in the aftermath of the terrorist bombings in Madrid on 11 March 2004 a consensus started to emerge within EU Member States for the need to explore a more harmonised system that would prevent explosives, detonators, bomb-making equipment and fire-arms from falling into the hands of terrorists.
Seit den Terroranschlägen vom 11. März 2004 in Madrid macht sich jedoch in den Mitgliedstaaten der EU zunehmend die Überzeugung breit, dass es eines besser abgestimmten Systems bedarf, durch das verhindert werden kann, dass Explosiv- und Sprengstoffe, Materialien für die Bombenherstellung und Schusswaffen in die Hände von Terroristen gelangen.
