Seit ihrer Konzipierung haben diese Programme die Form mehrer Maßnahmenbündel, die zum einen die Unterstützung der Versorgung dieser Regionen mit Agrarprodukten zur Ernährung von Mensch und Tier und die Förderung der Umstellung der lokalen Unternehmen als Agrarproduktionsfaktoren, zum anderen die Unterstützung der lokalen Erzeugung betrafen.
