For efficacy, balance and fairness, national policies for economic growth and wellbeing should be crafted and coordinated also with the general interest of the euro area in mind; for reasons of democratic accountability and ownership, the processes of the European Semester, which cuts across national and European policies should involve the Commission, the European Council, the European Parliament, national parliaments, the social partners and civil society.
Aus Gründen der Wirksamkeit, Ausgewogenheit und Fairness sollten nationale Maßnahmen für wirtschaftliches Wachstum und Wohlstand auch unter Berücksichtigung des allgemeinen Interesses des Euro-Währungsgebiets konzipiert und koordiniert werden; wegen der demokratischen Rechenschaftspflicht und der gemeinsamen Verantwortung sollten die Kommission, der Europäische Rat, das Europäische Parlament, nationale Parlamente, Sozialpartner sowie die Zivilgesellschaft in die Verfahren des Europäischen Semesters, das nationale und europäische Maßnahmen übergreifend betrifft, einbezogen werden.
