E. stressing the need for the EU to intensify efforts to counter proliferation flows and proliferation financing, to impose sanctions on acts of proliferation and to develop measures to prevent intangible transfers of knowledge and know-how via all instruments available including multilateral treaties and verification mechanisms, national and internationally coordinated export controls, cooperative threat reduction programmes and political and economic levers,
E. verweist auf die Notwendigkeit, dass die Europäische Union ihre Bemühungen zur Unterbindung der Proliferationsströme und -finanzierung, zur Sanktionierung von Proliferationsaktivitäten und zur Entwicklung von Maßnahmen zur Bekämpfung des immateriellen Transfers von Wissen und Fachkenntnissen unter Einsatz aller zur Verfügung stehenden Instrumente verstärkt, einschließlich multilateraler Verträge und Kontrollmechanismen, national und international koordinierter Ausfuhrkontrollen, kooperativer Programme zum Abbau von Bedrohungspotenzialen sowie politischer und wirtschaftlicher Hebel,
