ecisions taken by a selection board in a competition, the obligation to state reasons must be reconciled with observance of the secrecy surrounding the proceedings of selection boards provided for in Article 6 of Annex III to the Staff Regulations of Officials (

Zunächst ist festzustellen, dass zwar nach Art. 25 Abs. 2 des Statuts jede Entscheidung, die aufgrund des Statuts getroffen wird und den Adressaten beschweren kann, mit Gründen versehen sein muss, diese Begründungspflicht bei Entscheidungen eines Prüfungsausschusses jedoch mit der Wahrung der Geheimhaltung in Einklang zu bringen ist, die nach Art. 6 des Anhangs III des Statuts für die Arbeiten des Prüfungsausschusses gilt (Urteil des Gerichtshofs vom 4. Juli 1996, Parlament/Innamorati, C‑254/95 P, Rn. 24).
