Increased cooperation between the competent national authorities and the Commission with a view to more effective detection of fraud, mainly through appropriate enquiries in third countries. To this end, the Member States and the Commission should devote the necessary means to combat fraud, and an intensified exchange of information between the Member States and the Commission should be conducted, inter alia on the basis of Regulation No 1468/81. The Council notes that these objectives require convergent action in the different Council working groups and committees dealing with questions related to fraud at Community level. 3. ...[+++]94 und die Bestimmungen des WTO-Übereinkommens über das geistige Eigentum sowie Artikel 7 des Übereinkommens über Textilwaren und Bekleidung einen Rechtsrahmen dar, der es gestatten sollte, diese Frage auf spezifische Weise zu behandeln. 5. Schließlich wurden bei der Kommission die Mittel für die Betrugsbekämpfung durch die Neuorganisation der UCLAF (Einheit für die Koordinierung der Betrugsbekämpfung) sowie durch die Entwicklung von Maßnahmen im Rahmen der TAFI (Initiative zur Bekämpfung betrügerischer Praktiken im Textilbereich) verstärkt. Dieses im Juli 1993 eingeführte Programm stellt eine weitere Maßnahme dar, die auf einer verstärkten Zusammenarbeit zwischen den Mitgliedstaaten, der Kommission und der Industrie aufbaut. In einem spezifischen Gremium analysieren die Kommissionsdienststellen und die Industrievertreter gemeinsam die Handelsströme, um effizienter gegen Betrügereien vorgehen zu können. III. Der Rat und die Kommission sind der Ansicht, daß die Verstärkung der Betrugsbekämpfung die folgenden vorrangigen Maßnahmen umfassen sollte: 1.
