Expresses concern that transportation, which is the cause of manifold problems like congestion, air pollution etc, is largely overlooked in the Communication and calls on the Commission to include the transportation sector in its strategy; many alternatives exist to reduce pollution as well as congestion through enhanced fuel efficiency, mass transit systems, bus rapid transit, the use of biofuels etc.;
