A. whereas cluster munitions pose serious risks to civilians, owing to their typically large lethal footprint, and whereas in post-conflict settings the use of these munitions has caused many tragic injuries to and deaths of civilians, as unexploded submunitions left behind are often found by children and other unsuspecting innocents;
A. in der Erwägung, dass Streumunition aufgrund ihrer typischerweise großen tödlichen Wirkung eine ernsthafte Gefahr für die Zivilbevölkerung darstellt, und der Einsatz dieser Munition auch noch nach einem Konflikt viele tragische Verletzungen und Todesfälle in der Zivilbevölkerung verursacht, da zurückgelassene nicht explodierte Submunition oft von Kindern und anderen nichts ahnenden Unschuldigen gefunden wird;
