Calls on the Commission to draw up by 2010 a report on the restrictions which still exist on cabotage and other factors in the European Union which lead to unladen journeys and losses of efficiency in the internal market; believes that efficient and effective freight logistics, used as an integral part of the EU transport system, are the key to sustainable mobility in Europe, to economic efficiency and competitiveness, to optimal use of energy resources, to job creation, to the protection of the environment and to fighting against climate change;
106. fordert die Kommission auf, bis 2010 einen Bericht über die noch bestehenden Beschränkungen der Kabotage und andere Faktoren in der Europäischen Union zu erstellen, die Leerfahrten und Effizienzverluste im Binnenmarkt verursachen; ist der Auffassung, dass eine effiziente und wirksame Güterlogistik, die fester Bestandteil des EU-Verkehrssystems ist, die Grundvoraussetzung für nachhaltige Mobilität in Europa, wirtschaftliche Effizienz und Wettbewerbsfähigkeit, eine optimale Nutzung der Energieressourcen, die Schaffung von Arbeitsplätzen, den Umweltschutz und die Bekämpfung des Klimawandels ist;
