10. vertritt die Auffassung, dass es dringend einer Reform des mit starken Mängeln behafteten Justizsystems bedarf, in dem Folter und Korruption gängig sind, um den irakischen Bürgen ein Gefühl von Sicherheit zurückzugeben, und dass im Rahmen dieser Reform das Antiterrorismus-Gesetz überarbeitet werden sollte, das Beschuldigten und Inhaftierten einen wesentlich geringeren Schutz bietet als die Strafprozessordnung, und fordert ein Ende der Straffreiheit, insbesondere für staatliche Sicherheitskräfte;

Believes that a reform of the deeply flawed justice system, plagued by torture and corruption, is of primary importance in order to re-establish a sense of security among the citizens of Iraq, and should include the revision of the Anti-Terrorism Law, which provides significantly fewer protections for suspects and detainees than the Code of Criminal Procedure, and calls for an end to impunity, in particular for state security forces;
