Calls for closer cooperation between the European Parliament and national parliaments with a view to promoting and increasing effective monitoring of the application of Community law at national, regional and local levels; considers that national parliaments have a valuable role to play in monitoring the application of Community law, thus helping to enhance the democratic legitimacy of the European Union and bring it closer to the people;

Is deeply concerned about the new method the Commission is introducing through its recent Communication 'A Europe of results – Applying Community law' (COM(2007)0502) to deal with the application of Community law and infringement procedures; is very worried about the latest moves by the Commission to renationalise the processing of complaints; points to the very poor enforcement of Community law, e.g. in the case of waste shipments, as every second waste shipment inspected has been found to be illegal; therefore calls on the Commission to strengthen its activities as 'guardian of the Treaties' so as to ensure full compliance with ...[+++]Community legislation by all Member States; is expecting the Commission to provide it with a clear, exhaustive and objective evaluation of the results achieved in 2008 through the use of the new method for applying Community law in the various sectors and for the Member States which are part of the pilot project;

Observes that the Commission is often the only body left to which citizens can turn to complain about the non-application of Community law; is therefore concerned that, by referring back to the Member State concerned (which is the party responsible for the incorrect application of Community law in the first place), the new working method could present a risk of weakening the Commission's institutional responsibility for ensuring the application of Community law as the "guardian of the Treaty" in accordance with Article 211 of the EC Treaty;
