Technical specifications shall be formulated by reference to European standards, European technical approvals, European eco-labels, common technical specifications, international standards or, when these do not exist, national standards or national technical approvals or international or national eco-labels that require certification by third parties or environmental management systems, as defined in Annex XX, provided that the reference is accompanied by the words "or equivalent" or to any other technical reference produced by European standardisation bodies.
