(2) Da Frankreich die Ansicht vertritt, dass es eine Nachfrist benötigt, um die Besteuerung von Tabakwaren auf Korsika an die Besteuerung in Kontinentalfrankreich anzugleichen, hat es insbesondere in seinem Memorandum "Pour une reconnaissance de la spécificité insulaire de la Corse dans l'Union européenne" vom 26. Juli 2000 beantragt, bis zum 31. Dezember 2009 bei der Besteuerung von Tabakwaren eine von den Gemeinschaftsanforderungen abweichende Sonderregelung anwenden zu dürfen.
