6. Recalls, in this respect, that in its resolution of 23 October 2002 on the Commission's communication on a new Community strategy on health and safety at work 2002-2006, Parliament deeply regretted 'that the Commission has still not launched a multiannual SME programme based on the two years of preparatory actions undertaken by the Bilbao Agency on the initiative of the European Parliament..' (paragraph 25) and welcomed the proposal for the Bilbao Agency to establish a 'Risk Observatory' (paragraph 33);
6. weist in diesem Zusammenhang darauf hin, dass es in seiner Entschließung vom 23. Oktober 2002 zu der Mitteilung der Kommission zu einer neuen Gemeinschaftsstrategie für Gesundheit und Sicherheit am Arbeitsplatz 2002-2006 zutiefst bedauerte, "dass die Kommission noch immer kein mehrjähriges KMU-Programm gestartet hat, das sich auf die von der Agentur in Bilbao auf Anregung des Europäischen Parlaments zwei Jahre lang durchgeführten vorbereitenden Maßnahmen stützt " (Ziffer 25), und den Vorschlag begrüßte, "dass die Agentur in Bilbao eine Beobachtungsstelle für Risiken einrichten soll" (Ziffer 33);
