Recalls that the right to education is a fundamental right and stresses the need to strive for a more flexible and individual approach to career development and lifelong education and training across one’s personal career path, and recognises the role that both public and private parties can play in providing this, while recognising that guidance and counselling which address individual needs and focus on the evaluation and expansion of individual skills must be a core element of education and skills policies from an early stage;
41. weist darauf hin, dass das Recht auf Bildung ein Grundrecht ist, und betont, dass man sich um einen flexibleren, individuellen Ansatz zur Laufbahngestaltung und zur lebenslangen Aus- und Weiterbildung im Zuge individueller Berufswege bemühen muss, verweist auf die Beiträge, die sowohl öffentliche als auch private Einrichtungen dazu leisten können, und ist der Auffassung, dass eine Berufsberatung, die auf individuelle Bedürfnisse eingeht und sich auf die Beurteilung und Erweiterung individueller Kompetenzen ausrichtet, schon frühzeitig ein Schlüsselelement der Bildungspolitik und der auf Kompetenzen bezogenen Politik sein muss;
