17. Calls on the Commission to monitor the effectiveness of trade sanctions and of the criteria used for imposing and withdrawing such sanctions, to inform it of the results achieved, and to submit to it a proposal for a more consistent strategy for imposing sanctions on countries which violate human rights, on the one hand, with a view to reducing any damaging effect caused by sanctions imposed on an ad hoc basis and yet, on the other hand, with a view to increasing the effectiveness of sanctions in such a way that the suitability thereof will emerge from a detailed and complex analysis of the situation in the country concerned;
17. fordert die Kommission auf, die Wirksamkeit der Handelssanktionen und der Kriterien zu beobachten, die für die Verhängung und die Rücknahme solcher Sanktionen angelegt werden, es von den Ergebnissen in Kenntnis zu setzen und ihm einen Vorschlag für eine kohärentere Strategie für die Verhängung von Sanktionen gegen Länder, welche die Menschenrechte verletzen, zu unterbreiten, um einerseits etwaige negative Auswirkungen ad hoc verhängter Sanktionen zu verringern, aber andererseits ihre Wirksamkeit so zu erhöhen, dass ihre Zweckmäßigkeit aus einer ausführlichen und umfassenden Analyse der Lage in dem betreffenden Land hervorgeht;
