Notes that while the election administration, headed by the Central Election Commission managed the technical aspects of the process in a professional manner, doubts were raised by the opposition about lack of transparency and the procedure for appointing the District Electoral Commissions (DEC) and the Precinct Election Commissions (PEC), and in particular about the representation of some technical parties;
8. stellt fest, dass zwar die technischen Aspekte des Wahlverfahrens von den Wahlbehörden unter Leitung der zentralen Wahlkommission professionell bewältigt wurden, dass aber von der Opposition Bedenken wegen mangelnder Transparenz und des Verfahrens zur Einsetzung der Bezirkswahlkommissionen und der Kreiswahlkommissionen angemeldet wurden, besonders im Zusammenhang mit der Vertretung bestimmter aus technischen Gründen gebildeter Parteien;
