Before that there will be a consultative document which will in particular deal with the definition of European work, the identification of the entitled parties, legal deposit (which could include the creation of a European register, or the interconnection of national registers), questions linked with the chronology of the media, for the use and classification of works and the analysis of any other regulatory measure likely to improve the circulation and dissemination of European films.
Ihr soll ein Konsultationspapier vorangehen, das sich insbesondere mit der Definition eines europäischen Werks befassen wird, mit der Festlegung der Rechtsinhaber und dem Depotzwang (wozu die Schaffung eines europäischen Registers oder ein Verbund von nationalen Registern gehören könnte), mit Fragen in Verbindung mit dem zeitlichen Ablauf der Medienauswertung, mit der Nutzung und Klassifizierung der Werke sowie mit der Untersuchung aller anderen Vorschriften, welche die Verbreitung und die Aufführung der europäischen Filme verbessern können.
