Since then the situation has changed considerably: - Croatia has accepted the principles of the European Union's Plan of Action, presented in November 1993 - one of the incentives for accepting the plan was the extension of the Phare programme to cover Croatia; - Croatia has played an active part in seeking a solution in Bosnia- Herzegovina, it signed the agreement on the Croat-Moslem Federation and it accepted the peace plan put forward by the Contact Group in July.

Seither hat sich die Situation erheblich verändert: -Kroatien hat die Grundsätze des Aktionsplans der Europäischen Union vom November 1993 akzeptiert. Einer der Anreize des Aktionsplans war die Ausdehnung des Phare-Programms auf Kroatien. -Kroatien beteiligt sich aktiv an den Bemühungen um eine Lösung in Bosnien-Herzegowina und unterzeichnete das Abkommen über die kroatisch- musulmanische Föderation. Auch akzeptierte es den Friedensplan, den die Kontaktgruppe im letzten Juli unterbreitete.
