H. whereas, owing to reduced port capacity and the congestion resulting from damaged infrastructure and facilities, only 15 % of the pre-crisis volume of fuel imports is getting through to the country; whereas, according to the Food and Agriculture Organisation Integrated Food Security Phase Classification (IPC), eight governorates are currently classified at emergency level for food security, namely Sa’ada, Hajjah, Hodeida, Taiz, Al‑Dhale, Lahj, Abyan and Hadramaut;
H. in der Erwägung, dass aufgrund der verringerten Kapazitäten der Häfen und der Engpässe infolge beschädigter Infrastrukturanlagen und Einrichtungen nur 15 % des Volumens der Kraftstoffeinfuhren, das vor der Krise zu verzeichnen war, das Land erreichen; in der Erwägung, dass nach der Klassifizierung IPC (Integrated Food Security Phase Classification) der Welternährungsorganisation derzeit für acht Gouvernements – Saada, Hadscha, Hudaida, Taiz, Ad-Dali, Lahidsch, Abjan und Hadramaut – in Bezug auf die Ernährungssicherheit die Stufe „emergency“ (Notlage) gilt;
