1. begrüßt es, dass die Angleichung des Rechts der Beitrittsländer an den gemeinschaftlichen Besitzstand in den Bereichen Gesellschaftsrecht und Rechnungslegung, Zollrecht und Kapitalbewegungen weit fortgeschritten ist, bedauert jedoch, dass einige Länder noch immer Rückstände in den Bereichen Warenhandel, grenzüberschreitende Dienstleistungen und Anerkennung von Berufsabschlüssen verzeichnen; bedauert vor allem den Rückstand bei der Einführung von Mindestanforderungen an die Ausbildung für eine Reihe von Berufen und die Mängel bei der Überwachung sowohl gewerblicher Waren als auch von Nahrungsmittel- und Veterinärerzeugnissen;
