The purpose of this proposal is to: - impose, as of 1 January 1998, the provisions of the Torremolinos Convention of 1977 and its 1993 Protocol to fishing vessels flying the flag of a Member State of a length of 24 metres and above, as well as to fishing vessels of a third country operating in the

X) bei Fischereifahrzeugen; - die Anforderungen des Torremolinos-Übereinkommens, die lediglich für Fahrzeuge mit einer Länge von 45 Meter oder mehr gelten, auf die nach dem 1. Januar 1998 gebauten Fischereifahrzeuge mit einer Länge zwischen 24 und 45 Meter auszudehnen; - einige zusätzliche allgemeine und regional geltende, über die Anforderungen des Torremolinos-Protokolls hinausgehende Anforderungen festzulegen; - zu bestimmen, daß ein Ausschußverfahren angewendet wird, um zu harmonisierten Auslegungen der 200 Vorschriften des Protokolls zu gelangen, in denen eine Ermessensentscheidung der Vertragsparteien vorgesehen ist.
