The Employment Guidelines call on Member States to develop appropriate policies with a view to reducing the number of working poor and removing disincentives arising from the interaction of tax-benefits and thus reducing unemployment and poverty traps affecting mainly the low skilled. Most Member States show commitment to this objective, mainly through reductions in social security contributions, or through in-work benefit schemes.
In den beschäftigungspolitischen Leitlinien werden die Mitgliedstaaten aufgefordert, die Zahl der erwerbstätigen Armen zu reduzieren und negative Anreize abzubauen, die im Steuer-/Sozialleistungssystem ihren Ursprung haben, um auf diese Weise Arbeitslosigkeit- und Armutsfallen zu beseitigen, von denen hauptsächlich Geringqualifizierte betroffen sind.
