Stresses that there is a need for further developing a stable and sustainable social protection system, however, this process may not result in the largest part of the population having access to only average and limited services while a small part of the population, indeed those who can afford to take out additional insurance, has access to high-quality protection; recalls that a good social protection system has to be seen as a factor for productivity rather than a cost;
