Is of the opinion that a modest injection of funds for Latin America, to be contributed from, or reallocated from within, the Union budget and not constituting an additional allocation, could act as a catalyst which, if combined with the budgetary resources earmarked by other bodies (the EIB, the Inter-American Development Bank, the Andean Development Corporation, the Central American Bank for Economic Iintegration, the World Bank, etc.) and the countries concerned, could provide the budgetary support needed to create sufficient critical mass to help alleviate the problems;
78. ist der Auffassung, dass ein begrenzter Beitrag oder eine begrenzte Neuzuteilung (nicht zusätzlich) aus dem Haushalt der Union für die Region als Katalysator wirken könnte, der zusammen mit den von anderen Organisationen (EIB, Interamerikanische Entwicklungsbank, Anden-Entwicklungsgesellschaft, Zentralamerikanische Bank für Wirtschaftsintegration, Weltbank usw.) und interessierten Ländern zur Verfügung gestellten Haushaltsmitteln zu einer angemessenen finanziellen Unterstützung führen könnte, um eine ausreichende kritische Masse zu bilden, die zur Entschärfung des Problems beitragen könnte;
