Over the last six months solutions had already been agreed - in the course of one formal and two informal Council meetings and a large number of expert meetings - on the basic features of the Convention: the architecture of the system, the role of liaison officers and analysts, inclusion of terrorism in the scope of the Convention, access to files, the Joint Supervisory Body and institutional issues other than judicial control.
Es sei daran erinnert, daß im Laufe dieses Halbjahres - aufgrund einer formellen Ratstagung und zweier informeller Tagungen sowie einer ganzen Reihe von Expertensitzungen - bereits Lösungen für die wichtigsten Elemente des Übereinkommens ausgearbeitet worden sind: Systemarchitektur, Rolle der Verbindungsbeamten und der Analytiker, Einbeziehung des Terrorismus in den Anwendungsbereich, Zugriff auf die Dateien, gemeinsame Kontrollinstanz und institutionelle Fragen mit Ausnahme der gerichtlichen Prüfung.
