Points out that it can be necessary, on conclusion of armed conflicts, to mount support operations for retreating troops in order to prevent harm to local communities, the environment and infrastructures; considers that support for the demobilisation of ex-combatants should ensure that they are reintegrated back into society, which requires sustained funding and for demobilisation programmes to be placed in the context of programmes for the country's economic and social development, and within a programme of security sector reform, including the police, armed forces and judiciary;
