The impending constituent Treaty, which we are convinced will be the basic standard for the new Europe, must encourage the development of a Union with a single foreign and defence policy at last, a Union which is, at last, able to take action and work for peace in the Mediterranean area and elsewhere, a Union which is highly competent in the field of security, immigration control, the internal market and monetary policy.
Der künftige Verfassungsvertrag, die Grundnorm des neuen Europas, muss unserer Überzeugung nach die Entwicklung einer Union fördern, die endlich eine einheitliche Außen- und Sicherheitspolitik verfolgt; eine Union, die endlich eine Friedensmission im Mittelmeerraum, und nicht nur dort, wahrnehmen kann; eine Union mit starken Kompetenzen in den Bereichen Sicherheit, Kontrolle der Einwanderung, Binnenmarkt und Währungspolitik.
