The Pentagon's draft guide to soldier conduct omits Common Article 3 of the Geneva Convention, explicitly banning 'humiliating and degrading treatment', following the Bush Administration's refusal to be bound by the Geneva Conventions in the so-called 'War on Terror', and testimony of former detainees given to Human Rights Watch and the International Red Cross that US interrogators desecrated the Qu'ran and carried out religious humiliation of Muslim detainees at Guantanamo, Kandahar and Bagram.
Artikel 3 der Genfer Konvention, der „erniedrigende und entwürdigende Behandlung“ verbietet, wird im vom Pentagon ausgearbeiteten Entwurf des Verhaltenskodex für Soldaten nicht erwähnt, ausschlaggebend dafür sind die Weigerung der Regierung Bush, im so genannten „Krieg gegen den Terror“ die Genfer Konvention zu achten sowie Aussagen ehemaliger Gefangener gegenüber der Menschenrechtsorganisation Human Rights Watch und dem Internationalen Roten Kreuz, wonach US-Vernehmungsbeamte den Koran geschändet und in Guantanamo, Kandahar und Bagram die religiösen Gefühle der muslimischen Gefangenen verletzt haben.
