It follows that a simple specific measure relating to a single source of pollutants, consisting in the decision to grant an environmental permit for the construction and operation of an industrial installation, does not appear liable, in itself, seriously to compromise the result prescribed by the NEC Directive, namely not exceeding by 2010 at the latest the national ceilings laid down in that directive.
Demnach erscheint eine einfache spezifische, eine einzige Schadstoffquelle betreffende Maßnahme, die in der Entscheidung über die Erteilung einer umweltrechtlichen Genehmigung für den Bau und den Betrieb einer Industrieanlage bestünde, als solche nicht geeignet, das in der NEC-Richtlinie vorgeschriebene Ziel, nämlich bis spätestens 2010 die darin festgelegten nationalen Emissionshöchstmengen nicht zu überschreiten, ernstlich in Frage zu stellen.
