turnout, recommends that the Member States consider in the long term if and how they could make electoral procedures more accessible, for example
by enabling advance voting, electronic voting or mobile

...[+++]UN Convention on the Rights of Persons with Disabilities, which expressly require complete and unhindered access for elections too;
