Calls on the Commission to improve statistical data and information as regards this phenomenon and to analyse the patterns of, main reasons for and consequences of emigration from rural areas in the EU; calls on the Member States to develop strategies aimed at curbing emigration of women from rural areas, especially those who are highly educated;

6. Calls on the Member States to support the transition from agricultural-based rural areas to rural areas with broader economic bases;

To ensure the sustainable development of rural areas it is necessary to focus on a limited number of core objectives at Community level relating to agricultural and forestry competitiveness, land management and environment, quality of life and diversification of activities in those areas, taking into account the diversity of situations, ranging from remote rural areas suffering from depopulation and decline to peri-urban rural areas under increasing pressure from urban centres.

3. Stresses that the elimination of disparities and the promotion of equal opportunities are amongst the main objectives of the regulations concerning the application of the structural funds and in the programmes and initiatives concerning rural development; notes, however, that in practice, women farmers and women working in the fisheries sector in rural areas play a minimal role in planning and developing the opportunities offered; requests the Commission to ensure that, in the approval procedures for the relevant projects of the Structural Funds, due attention is paid to enhancing the role of women farmers and women working in the f ...[+++]isheries sector in rural areas;

3. Welcomes the fact that the Commission, without prejudice to the distinctive features of particular regions, identifies priority areas for action; notes, however, that - alongside the use of information technology in rural areas, the improvement of quality of life in the countryside, the promotion of local products, strategies to optimise the use of natural and cultural resources, create equal opportunities for women and men and improve young people's chances of getting a job in rural areas - particular stress should be placed on general social and job-creating measures in structurally disadvantaged areas; calls in this connection fo ...[+++]r the programmes to aid development in regions with a mainly rural structure, in order to launch economic development in innovative and job-creating sectors and thus to halt and reverse the growing shortage of local workers in these areas in particular;
