In particular, measures on Community level should concentrate on key actions, such as the support of knowledge and innovation in Europe, the reform of the state aid policy, better regulation, the Internal Market for services, the completion of the Doha round, the removal of obstacles to mobility, economic migration, and the social consequences of economic restructuring.
Schwerpunkt von Maßnahmen auf Gemeinschaftsebene sollten vor allem Schlüsselaktionen sein, wie beispielsweise die Förderung von Wissen und Innovation in Europa, die Reform der Politik der staatlichen Beihilfen, bessere Rechts- und Verwaltungsvorschriften, der Binnenmarkt für Dienstleistungen, der Abschluss der Doha-Runde, die Abschaffung von Mobilitätshemmnissen, die wirtschaftliche Migration und die sozialen Folgen der wirtschaftlichen Umstrukturierung.
