Urges the Council and the Member States to give priority to committing the financial margins provided by the current programming, to enable this original experiment to be continued and extended on a lasting basis: such territorial pacts constitute both an inversion of the process of approaching the fight against unemployment which is wholly consistent with the principle of subsidiarity, and an initiative which is genuinely promising where employment is concerned;
16. drängt den Rat und die Mitgliedstaaten, die finanziellen Spielräume der derzeitigen Planung mit Vorrang einzusetzen, damit diese neuartige Unternehmung fortgeführt und nachhaltig ausgeweitet wird; die Territorialpakte stellen nämlich eine Umkehrung des Verfahrens zur Bekämpfung der Arbeitslosigkeit dar, das mit dem Grundsatz der Subsidiarität voll übereinstimmt, und eine wirklich vielversprechende Initiative im Bereich der Beschäftigung;
