With regard to measures 1 to 19, there is a distortion of competition in the markets of the operation of race tracks, off-road parks, leisure parks, accommodation facilities, restaurants, safety driving centres, driving schools, multifunctional halls, cash free payment systems, promotion of tourism, project development, the construction of real property, business management and trade with cars or motor bikes, since the aid to the Nürburgring infrastructure and the Formula 1 activities promotes the use of this infrastructure.
Durch die Maßnahmen 1 bis 19 entsteht eine Verfälschung des Wettbewerbs auf den Märkten für den Betrieb von Rennstrecken, Offroad-Parks, Freizeitparks, Beherbergungs- und Gastronomiebetrieben, Fahrsicherheitszentren, Fahrschulen, Multifunktionshallen und bargeldlosen Bezahlsystemen sowie auf den Märkten für Tourismusförderung, Projekterschließung, den Bau von Immobilien, Unternehmensführung und den Handel mit Automobilen oder Motorrädern, da die Beihilfen zugunsten der Infrastruktur am Nürburgring und der Formel-1-Veranstaltungen die Nutzung dieser Infrastruktur fördern.
