67. bedauert, dass Bildung als Mittel zum Schutz von Kindern in Notfall- und Krisensituationen, auch im Fall von Naturkatastrophen, nach wie vor der am stärksten unterfinanzierte Bereich ist, obwohl schätzungsweise 101 Millionen Kinder im Grundschulalter die Grundschule nicht besuchen, von denen fast 60 Millionen in den 33 Ländern leben, in denen gegenwärtig ein bewaffneter Konflikt herrscht; fordert daher, dass die notwendige bessere Kohärenz der EU-Politik hergestellt wird und die Lücken zwischen humanitärer Hilfe und Entwicklungshilfe geschlossen werden, indem Soforthilfe, Rehabilitation und Entwicklung miteinander verknüpft werden;
