In other words, today we have – to use the terminology created in Helsinki – two baskets: that of the bilateral problems that still exist in the regions, such as the relationship between Palestine and Israel and the relationship between Israel and Syria. The second basket consists of reaching a regional formula with all the countries of the region which, in a way that is solid and binding, gives the State of Israel the opportunity to establish permanent peaceful relationships, I repeat, in a way that is contractually binding.
