Is in favour of the EIF guaranteeing all portfolios involving loans and the venture capital fund for SMEs; is also in favour of expanding the areas of intervention, in particular, to cover support for seed capital funds and to include research and development in the allocation of micro-loans; notes, however, that the EIF’s lending conditions have in some cases proved unsuitable, particularly for poor regions where there is no capital base or very high unemployment, or in cases where women wish to set up their own businesses; considers it of urgent importance, therefore, that other forms of venture capital should be tried;
