E. whereas these floods were caused by various factors – exceptionally high rainfall since October 2000 (103 mm fell in April), high tides, the closure of locks (in particular on the Somme canal), the failure to clean the Somme (the dredging budget was reduced by two thirds over fifteen years), the silting up of the Bay of the Somme and the authorities’ failure to maintain the riverbanks,
E. in der Erwägung, dass diese Überschwemmungen mehrere Ursachen haben: außergewöhnliche starke Regenfälle seit Oktober 2000 (103 mm im April), Springfluten, Schließung der Schleusen (namentlich der des Somme-Kanals), fehlendes Ausschlämmen der Somme (die Mittel für das Ausbaggern wurden innerhalb von 15 Jahren auf ein Drittel gekürzt), Versandung der Bucht der Somme, fehlende Wartung der Uferböschungen,
