Given a Community budget with only very minor macroeconomic effects on the economy and an independent European Central Bank system with price stability as its prime objective plus the means to pursue this policy objective, the ECO/FIN Council will have to be able to take the necessary decisions and to take them quickly, otherwise, there is a great risk not only of overloading monetary policy but also of leaving overall economic policy to the Central Bankers.
- 3 - Da von dem Gemeinschaftshaushalt nur sehr geringe makrooekonomische Auswirkungen auf die Wirtschaft ausgehen und andererseits ein unabhaengiges Europaeisches Zentralbanksystem geschaffen werden soll, dessen vorrangiges Ziel die Preisstabilitaet ist und das auch die Mittel haette, dieses politische Ziel zu verfolgen, wird der Rat "Wirtschafts- und Finanzfragen" die notwendigen Beschluesse fassen muessen, und zwar rasch, da sonst die grosse Gefahr besteht, dass nicht nur die Geldpolitik ueberlastet wird, sondern dass darueber hinaus auch die gesamte Wirtschaftspolitik den Zentralbanken ueberlassen wird.
