Notes that the ‘brain drain’ poses risks for Member States, especially those in central/eastern and southern Europe, where an increasing number of young graduates are being driven to emigrate; expresses concern at the failure of the ET 2020 Working Groups to adequately address the concept of unbalanced mobility, and stresses the need to tackle the problem at national and EU level.
