Es ist angezeigt, die Erhöhung des Satzes der gemeinschaftlichen Beteiligung zu staffeln unter Berücksichtigung des Bedarfs der einzelnen Sektoren, denen das Programm zugute kommt, und der gemeinschaftlichen Prioritäten . Es erscheint daher zweckmässig, diesen Satz in bezug auf die ländliche Infrastruktur, die Förderung der Rinder -, Schaf - und Ziegenhaltung sowie die forstlichen Maßnahmen auf 70 v. H . und in bezug auf die Bewässerung, die Verbesserung der Einrichtungen für die landwirtschaftliche Ausbildung und die Bodenmelioration auf 60 v .
