Notes that the Convention has given a clear signal in favour of the inclusion of the EDF in the EU general budget, a longstanding demand of the European Parliament, and welcomes the Commission's intention to present a Communication on budgetisation; but urges the Commission to present without delay the necessary legislative and budgetary proposals to allow this inclusion in the budget while guaranteeing that funds will not be diverted to other regions or purposes;
8. verweist darauf, dass der Konvent ein klares Signal im Hinblick auf die Einbeziehung des EEF in den Gesamthaushaltsplan der EU, eine langjährige Forderung des Europäischen Parlaments, gesetzt hat, und begrüßt die Absicht der Kommission, eine Mitteilung über die Einbeziehung in den Gesamthaushaltsplan vorzulegen; fordert die Kommission jedoch nachdrücklich auf, unverzüglich die erforderlichen Legislativ- und Haushaltsvorschläge vorzulegen, während gleichzeitig gewährleistet werden muss, dass Mittel nicht in andere Regionen oder für andere Zwecke umgeleitet werden;
