In most Member States, mobile EU citizens are net contributors to the host country’s welfare system — they pay more in tax and social security contributions than they receive in benefits. EU mobile citizens also tend to be net contributors to the costs of public services they use in the host Member State[18].They are therefore unlikely to represent a burden on the welfare systems of host Member States.
