Juni 1995, IN ERWÄGUNG NACHSTEHENDER GRÜNDE: Bei Fußballspielen einschließlich solcher im Rahmen internationaler Wettbewerbe ist es in einer Reihe von Mitgliedstaaten zu schwerwiegenden Störungen der öffentlichen Ordnung gekommen, und für solche Fälle ist eine konsequente, koordinierte und wirksame Reaktion der Polizei und der Organe der Fußballverbände sicherzustellen. Nach Auffassung des Rates sollten Methoden und Verfahren, die zur erfolgreichen Eindämmung von Störungen der öffentlichen Ordnung beigetragen haben, bei internationalen Fußballspielen mit hohem Gefahrenpotential breitere und konsequentere Anwendung finden. Der Rat vertritt die Ansicht, daß ein konsequenterer Umgang mit diesen Problemen zu einer Verringerung der Zahl und der Schwere der Ordnungsstörungen führen würde.
