Conflicts in the Horn can be exacerbated by powerful networks of state and non-state actors, such as warlords and the business community, who benefit from war economies – including arms, drugs and human trafficking networks - which they to some extent control and who thus have an interest in maintaining the status quo, thereby increasing the marginalisation of communities and the manipulation of ethnic groupings.
Verschärft werden die Konflikte am Horn von Afrika durch einflussreiche Interessenkoalitionen staatlicher und nichtstaatlicher Akteure, wie etwa Warlords und bestimmte Wirtschaftskreise, die z.B. durch Waffen-, Drogen-, und Menschenhandel von der Kriegswirtschaft profitieren und die sie bis zu einem gewissen Maß kontrollieren. Diese Akteure haben somit ein Interesse an der Aufrechterhaltung des Status Quo, was zu einer noch stärkeren Marginalisierung bestimmter Gemeinschaften und noch größeren Manipulation ethnischer Gruppen führt.
