Apart from the fact that, under the Commission proposal, arrangements for dealing with research projects would appear to be just as cumbersome as under the framework programme, from the research policy viewpoint it is hard to see why coal and steel should continue to be treated any differently from oil and ceramics, for example.
Abgesehen davon, dass der Vorschlag der Kommission eine ähnlich schwerfällige Bearbeitung der Forschungsprojekte wie im Rahmenprogramm erahnen lässt, ist aus forschungspolitischer Sicht nicht einzusehen, warum Kohle und Stahl weiterhin anders behandelt werden sollen als Öl und Keramik, um im Bild zu bleiben.
