53. vertritt die Auffassung, dass Investitionen in einen nachhaltigen öffentlichen Verkehr nicht nur eine Reaktion auf Probleme der städtischen Mobilität, sondern auch Teil einer Stadterneuerung sind, die sich auf das allgemeine Wirtschaftssystem der Stadt auswirken und die Schaffung einer umweltfreundlichen städtischen Wohnumgebung und den Zugang zu multifunktionalen Zentren (Einkaufen, Wohnen, Freizeit, Kultur, Bildung) erleichtert; betont, dass Investitionen nur dann optimal zum Tragen kommen können, wenn Mobilität und Stadtplanung sinnvoll aufeinander abgestimmt sind;
