Angekündigt wurde die Hilfe im Rahmen der UN-Klimakonferenz 2015 in Paris (COP21) von Christos Stylianides, EU-Kommissar für humanitäre Hilfe und Krisenmanagement: „Mit der EU-Hilfe kann ein Teil des dringendsten Bedarfs der betroffenen Bevölkerung gedeckt werden. Gleichzeitig wollen wir aber auch die Resilienz fördern, damit die Menschen dort besser gegen künftige Naturkatastrophen gewappnet sind.“ Bereits jetzt leiden Millionen von Menschen in vielen besonders gefährdeten Regionen in Afrika, Zentralamerika und der Karibik unter den Auswirkungen des El Niño, die auch in den kommenden Monaten anhalten dürften.“
At the 2015 United Nations Climate Change Conference in Paris (COP21), European Commissioner for Humanitarian Aid and Crisis Management, Christos Stylianides said: "EU aid will help meet the urgent needs of the affected populations, but it will also support resilience efforts, making them better equipped to face natural disasters in the future. At present, El Niño is already affecting millions of people in many vulnerable regions especially in Africa, Central America and the Caribbean, and is expected to continue to do so in the next months".
